The bloom in Reach is not a testament to the inaccuracy of the weapon through it's mechanical shortcomings, but because it's a gun and it's being held by a person. Anyone who's fired a weapon today knows that no matter how skilled you are as a marksman, firing rapid shots causes your accuracy to diminish. Literally, the only to eliminate what "bloom" is in real life is to mount the weapon on a tripod that is bolted to the floor.
I agree that the only reasoning behind bloom that actually makes any sense is that it would be the fault of the shooter, not the weapon, for it's inaccuracy. However, the DMR doesn't allow anyone to fire (what I'd call) "rapidly". The strict delay between shots doesn't let you fire one shot after the other, as fast as most people possibly can. The firing, and then ejecting of the cartridge happens incredibly fast (in reality, anyways); yet there's all this time being wasted in between shots.
You're forced to watch your Spartan recover from recoil after each shot before you're allowed to shoot again, yet you still have to deal with so much bloom and inaccuracy? That doesn't seem realistic to me. Now, even that could make sense if it only happened while you were moving, but it doesn't. I'll be crouched down, aiming through the DMR sights, fire the weapon, and the bloom is exactly the same as when I'm running, jumping, all the while firing.
