I don't think the liability of being biased to fans (which no one really has here, mind you) is the reason you don't see as many popular members become forum ninjas. I think it's more likely to just depend on the person themselves.
A good candidate for being a moderator should show a fair equality regardless of being popular or not. But not all "popular" users are biased and not all regular members are unbiased.

The people who usually get it are people that you don't expect. People that are popular come with a 'fan base', so to speak, and people that they're close with, and therefore there's the liability of being biased when it comes to their moderating duties.
