Picking moderators based on popularity isn't a good thing, neither is picking someone who wants to moderate to be in control or to become popular.
Moderators need to be as unbiased as possible, you need people that'd ban their own mother if they broke the rules. Level headed enough to not ban or lock out of spite. They need to be mature and not attention seeking; speaking when they have something more to add to the conversation; not speaking merely to be heard.



Oh; and they need to be able to moderate while under the influence.

I don't think the liability of being biased to fans (which no one really has here, mind you) is the reason you don't see as many popular members become forum ninjas. I think it's more likely to just depend on the person themselves.

A good candidate for being a moderator should show a fair equality regardless of being popular or not. But not all "popular" users are biased and not all regular members are unbiased.
