One of the biggest issues on any forum is threads no one cares about taking the place of actual decent threads. Whether it's an old thread, a troll topic, or just a thread nobody wants to read/post in, all they do is get in the way of the actual purpose of the forum boards, and interfere with productive discussion.

I've come up with a solution though. A plan that won't just stop unwanted threads from taking the attention, but stop them from even being created in the first place. It will revolutionize forums, and put an end to any hindrances once and for all.

Remove the ability to create threads.

It's the perfect solution. With nobody able to create threads, troll topics will be a thing of the past. You'll never have to read the same thread twice again. Hell, you'll never have to read it once! It will create a perfect world where the internet is full of nothing but friendship and happy thoughts.

ITT: Are suggestions here in the community forum actually useful, or are they one-sided ideas that would create as many problems as they solve? I've seen plenty of suggestions that i agree with, but that's simply because i have the same idea as the OP. For example, it's often mentioned that there should be a device notifying you when you're quoted. While this seems neat and all, people supporting the idea (i.e. me) rarely consider the downsides, like people posting simply to get quoted. Same goes for threads suggestion anything about titles, whether it's removing them or making them more valuable.

Tldr: Are suggestions in the community forum ever considered by the webteam, or is everyone wrong on the internet?

Bungie seems to care about thier community. Consideration is part of caring for somthing. I'm sure they pay attention so some of the stuff here.

Yup. In fact, personally, I feel that come the next update, many of the changes will be suggestions that have been offered by the Community.

Assuming that the first part isn't in jest, you can't do away with the ability to create threads entirely. There wouldn't be anything here otherwise. Instead we should come up with a way to determine at what point a user is experienced enough to be allowed to create threads. I know the trust system now isn't a fair way to differentiate between users, but there must be some way to prevent the clutter imo. Gauging the ability to create threads seems like a good place to start.
