It's what I've been saying for ages: E3 2012.
Even then it might not happen. True, but I mean... they'd have been dark for a year then, right? And they have been working on this new game since ODST, albeit with a small team until Reach came out. Waiting too long would make people forget about Bungie which wouldnt't be good for them I would think. Considering their old 3 year cycle, 2012 seems like a perfect time to at least give us a teaser, neh?
Jason Jones and his team (before the entirety of Bungie joined) have been apparently working on the new game since Halo 3 was in development. Like you said it was a smaller team and full development for the new game kicked off after Reach was done.
It's true a developer never want's their game hidden in the shadows forever because it kills off the anticapation, however, announcing games too early is a disaster too. This is Bungie's biggest and most ambitious game yet, they've hired so many new people and they still have 40 something positions available. This just tells us that whatever they have in mind is HUGE in scope.
Something this ambitious takes time to develop and shouldn't be let out to the public until the developer feels what they show is close to the final product. There are games out there like Brink and Rage (and many others) which were announced years before they came out. These games were underwhelming because developers showed things that weren't the final product. My guess is Bungie will announce their next title 1-1.5 years before they complete their work on it. It seems the current development cycle won't be part of their regular 3 year development cycle but something a bit longer.
