Once upon a time the forum rules included links to prominent private groups geared towards topics like religion / politics. I do sometimes wonder if it would be worth considering reintroducing this.
Assuming that people read the rules, there become a semi-official place for people to discuss these topics without it being in the publics, which is apparently a Bad Thing. As long as the mod teams keep on top of things, you could reasonably easily create the sort of environment that OP is looking for.

Age a lot of times is just a number. There are plenty of mature younger members and immature older members.

How are you going to prove that people are the age they say they are? You can't put an age legitimate age restriction on the site; no matter he reason for it's implementation, it won't work.

All the age restrictions do is make me waste my time entering my age on video game websites. Anyone under 18 can just as easily access mature video game content.

Well dang, I had this thread before but I forgot to save it.

I think the point got to COPPA laws, which has to do with underage online kiddies. Technically no one is at risk of anything as long as the kid is able to get a guardian or whatnot.

You have,to enter passport ids and citizenship info, then a photocopy of your birth certificate. Wait a couple minutes for a guy to verify your age once that has been done you can post what you want.

We may also need credit card info, for private reasons.

This idea has come up a million times, and the answer is still the same: it will not work.

It's too easy to cheat the system, and while you could validate it, it would be difficult, and make people not want to use the website.

I agree with you 100%, but there must be some sort of way to reduce damaging discussion so that questionable discussion is allowed and can flourish. Perhaps banning users from specific forums?

I don't think bans would be too good. To say that someone's posting needs to be improved is one thing but restricting them from trying will not solve much. It would mostly create bad feelings. Honestly, there does not seem to be much that can be done on "immature" posts. The best that is done is banning certain urls to unwanted sites that may spam the forums.
