Slayer requires a larger set of skills including grenade bounces, power weapon rush, power weapon timing, actual use of power weapons, choosing an armor ability, using an armor ability amoung other things.
SWAT has a smaller set of skills which include the ability to quickly and accurately aim and fire at a small target, when to sprint, where enemies and team mates are based on sound alone, when to jump or crouch amoung other things.
Comparing the two is kind of like asking which takes more skill building a house or being a quarterback? Building a house has a larger set of skills, plumbing, electrical, framing, duct work, et cetera than being a quarterback but no matter what some people do they will never be able to be a quarter back just because they can't quickly and accurately throw a ball at a small target. Kinda of like no matter what some people do they will never be good at SWAT because they can't quickly and accurately hit a small target.
