Even in FPS games it doesn't really have all that customization.
Forge is very limiting.
Custom Games can be limiting as well.
Armor is completely cosmetic.
Not many console First Person Shooters have map editors as deep as Reach.
With reach you can customize:
1) The map layout/look
2) The weapon placement
3) Movement speed
4) Shield/health strength
5) Weaknesses (killed by headshots, assassinations, etc)
6) Respawn times of weapons/players
7) Friendly fire
8) Presence of vehicles or not
9) Jump height
10) Weapon/melee damage (separately)
11) Loadouts
12) Spawn points and how teams/players spawn
13) How objectives/scoring work/s
14) Bloom (to an extent)
Not too many other FPS titles on the consoles even have half of that. Sure, in CoD/Battlefield you can choose your own loadouts and change score caps and whatnot, but that's about it.
With Halo's netcode/customization, it's been played as a survival game (zombies), a sports game (grifball/hockey), an arcade game (Haloball), a turn based game (chess, among others), a shooter, an objective game, and a racing game.
I think only a handful of FPS titles could touch that list, if any.
