Wrong. The race called themselves 'Forerunners' (translation,) because they acknowledged they were just a step in the stewardship of the Mantle, and that they wouldn't last forever. Chief is Forerunner. He'll become Didact Chief.
Once again, wrong. Forerunner is a title for those people.
And that monitor as 343 was rampant, end of story. Once again, he will not doing brevet mutation because he is not forerunner.

I think he's saying that the Chief is a Forerunner in the sense that the name Forerunner is a title, apparently given to those who have inherited the Mantle. Since Spark preceeds the line "you are Forerunner" with the line "you are...the inheritors of all they left behind," it is a possibility he was referring to the title, not the ancient race we call Forerunners.
Both you and Wolver are jumping to conclusions, though--we do not know what exactly being "special" in Librarian's eyes meant. We do know humans and Forerunners share a very similar genetic structure, so perhaps it's that. My point is: whose to say that the humans weren't chosen beause of our genetic similarities, brought about by both being created by the Precursors? It would make the possibility of a mutation more probable, mutation not unlike that which was performed on the Chief, just more advanced.
But as we have no proof of either side, we cannot say this is possible or impossible. It is merely speculation.
