Yes, or at least something similar. The skulls in Halo 2 were a great idea, but they weren't implemented properly at all, in my opinion. I'm sure they were more of an afterthought to the game, though.
If hidden skulls were brought back in Halo 3, not only should a hell of alot more attention and thought be paid to where they'll be placed, as people will probably be looking from the start, but also they should be tied together with more thought as to the hidden secret -- there really was none in Halo 2. Some gave some special powers to the player temporarily, while others seemingly never did anything at all. Most certainly a little shoddy, I think.
This time around, give the players some real incentive to look hard for them, and let them keep the effects as unlockables, though don't make it so easy as to let someone simply find their locations online and keep their reward. Each and every skull should appear only on Legendary mode, and not only that, the mission should have to be beaten after locating and picking it up. And hide some super Bungie secret behind it all or something, or make them serve as individual clues in a larger puzzle in the game. :]
Edit: Why do you guys think skulls would ruin the game? Halo 2 wasn't ruined with skulls at all, hell, you practically had to go way out of your way to even come across them. It's not hard to weave some hidden secrets in and build a great game at the same time.
