I think the Spartans more or less looked to him as their leader, but this was most recognizably in childhood than in their later years, as by the time Reach rolls around we've got Blue Team, Red Team, Green Team, etc. Not to mention Noble Team and the Spartan IIIs, from which we get Lieutenant Commander Kurt Ambrose, who has a friggen planetoid named after him, and Commander Carter-259, who outranks Master Chief by at least like six ranks. Who knows what Carter could've done to climb to such a rank in such a short amount of time?
Actually we know why Noble has such high ranks (Commander might not be what Carter started at, but the members of Noble team always have had higher ranks than most other Spartans), it's to give them more independence in the field so they can't be "hijacked" from their missions by just anyone, unlike the Spartan IIs, who did have a slight problem with this sometimes, like in First Strike, that one ONI guy who had been on the Pillar of Autumn. IIRC (I don't know very much at all about military ranking systems) even Johnson held a higher rank than Chief for most of the Trilogy.
The Spartans look to John as the leader because he is the leader. He's been such since the early days of the program, I'm sure you remember that little field trip into the wilderness the Spartans went on and the results of that :P After that Halsey and Mendez appointed him as the leader of the Spartans. And the Spartans have always had different teams, even in training, and I believe there wasn't really a set number of teams, as they seemed to vary. Like for instance during the Fall of Reach there's only Blue and Red Team, despite all the current Spartans being present at the time. Blue Team seems to have been the only team with any real degree of permanence.
But still... Master Chief aka John-117 has never had a PLANET named after him, not to mention a DYSON-FRIGGEN-SPHERE. =P
Who's really going to really hear about the Dyson Sphere though? That's only going to become yet another of ONI's closely viciously guarded secrets. I doubt anyone outside of those involved with the Spartan II/III Program(s) even know Kurt exists :/
And while Chief might not have a planetoid named after him, he does have countless other memorials and acknowledgements left to him. Like a prominent place in the Museum of Humanity (I believe that's the name at least) and at least one monument. Not trying to minimize Kurt or anything here (he's one of the best Spartan character in the series), but I think Chief has probably left a bigger mark and impact on human space.
I'm pretty sure the John-117 Memorial was to commemorate all the SPARTANS on their sacrifices and was most likely apart of a much larger memorial as well, and I think people would more commonly look at the SPARTANS as a whole than just John by himself, for their accomplishments.
I honestly have a feeling that a majority of the events taking place in the Halo series were exaggerated by ONI as a form of propaganda to boost morale, and the events that actually transpired on Halo were actually more realistic and isolated, as opposed to the feel of a 'Galaxy-Wide War' feel we get from the games. Who's to say anyone outside of Master Chief's 'inner circle' really knows what went down? Most of that could be filler/shocker material to boost morale and action. Who's to say Master Chief seriously took on all of the Flood in High Charity by himself, when in all actuality, he would've probably dropped in with assistance from a highly trained ODST strike team, or the Arbiter, as seen in Co-Op (I actually view the Co-Op version of the campaign as having a more realistic point of view of what actually transpired), I mean, you hear all the bull-malarky about Chuck Norris... but... he didn't really do half the crap people go on about him doing. I'm sure the stories and 'tall-tales' of Master Chief, are for the most part, false.
