You need to try increasing the size of the exits. I think the might help. Also not boosting through them lowers the chance of this problem occuring.

Do you mean increasing the actual width of the teleporter's boundaries?

That's not it, they already have plenty of height.

The weird thing is, driving through the top teleporter to get to the bottom one is fine all the time, but driving through the bottom one can sometimes cause a random launch. If I bring the top teleporter down to ground level, it never causes a random launch. Could it be something about the teleporter's location that's causing this glitch?

I think it's the going up part. Launching only seems to happen when the exit is any distance above the entrance.

Going up is kind of the entire point. It's either teleporters or the unreliable Vehicle Cannons which nobody uses.

That's a lousy solution, and bombing people from a Wraith on a High Bridge is so much fun.

And the Scorpion doesn't spawn until 90 seconds in, and it's actually pretty balanced because people can jump down from a High Bridge or a Falcon to hijack it easily, there are tons of power weapons, and two Wraiths per team.
