Nobody says precision aiming is the ONLY skill and if they do they are wrong.
The things you have mentioned are also skill, I can agree to that. But say you have to be smart with an AR or a BR/DMR, what really takes more skill? The precision weapon would, because it requires the skill of aiming on top of map movement and whatever other skills were being tested in a certain situation.
Yes, at least in H3 there were times where the AR was the best choice, but everyone still preferred BR starts for some reason... hmnmm...
What I am saying is, DMR/BR starts help to increase the skill gap overall. Aim is not all that matters. Look at MLG, what often separates the pros from the ams is not aim, but their superb map knowledge, team work, and awareness. MLG has precision weapon starts for a reason, that reason is it adds more skill to the game and helps to make it more enjoyable.
Superior Aim + Other Skills > Other Skills + Less Aim
Sorry if I seem to be going on and on, but this is a topic I feel strongly about. Precision weapon starts make the game so much better, and if people want to use other weapons there are always them as a secondary or laying around the map. While with AR starts, I often find it difficult to locate a precision weapon or more ammo for one.
One final note, I am mad when somebody holds the trigger on an AR and kills me, I am much less mad when somebody out BR/DMRs me or snipes me because I know they had some sort of skill required for what they did simply for aiming. I can't be sure when killed by an AR in casual game-play such as that Reach brings forth.
Another potential argument for some sort of skill based ranking in playlists.
