Well they both have their advantages and disadvantages
Flipablity
The Halo 3 mongoose is easy to flip with gunfire while the Reach one is easy to flip with bad driving. Flipping Advantage: tie
VS power weapons
Aim assist is much stronger in Reach so avoiding enemy fire is harder. You can still wiggle to make people miss but a laser or a sniper will always hit you in Reach unless you can dive for cover fast or someone needs to buy some thumbs. Even the best players have a hard time killing a good mongoose driver in Halo 3 so long as the player is not heading directly to them. VS power weapons advantage: Halo 3
VS banshee
The banshee in Reach. I am not complaining just throwing it out there. Advantage Halo 3.
Revinant vs Choper
Guess which vehicle anyone who drives a mongoose or warthog in Halo would not like to see in Halo 4. Middle finger. Advantage: Halo Reach.
Armor abilities vs Equipment
Equipment in halo 3 normally made things easier with regards to getting mongoose splatters. People standing in bubbles or regen clouds were often too stupid to hit the jump button resulting in very easy splatters. The power drain could make things a little difficult but it was only an every now and then thing and I found it easier to avoid than the GL in reach. Reach has Armor Lock and jet pack. Advantage: Halo 3.
Splatterablity
A common misconception is that you have to hit a person head on full speed in in order to get a mongoose splatter. Sure that helps grantee that you will get the kill but there is an easier way to get the kill. If you lead your target in the direction of your targets motion you will make it easier to get the splatter regardless of what way they are heading. In Halo 3 the target area you could hit to get a splatter was HUGE compared to the one in Halo Reach. Also you could time people coming down off of jumps and get easy ankle splatters on Halo 3; you could practically stop and still get these kills. In Halo 3 it did not matter how much shields an opponent had you had to hit them right or no juice. In Reach you can get easier splats of people that have low shields. Fun fact: it's easier to splatter someone who is walking, even if it's not towards you in both games. Advantage: Halo 3
launching
Halo 3 had tank, fusion coil, EMP and Hammer launches. These things are all gone or not as useful in Reach. Advantage: Halo 3
Monriding
While I have said you get more aim assist in Reach than on halo 3 the opposite rings true for riding on the back. I find it far easier to get kills of the back of a mongoose In halo 3 than on Reach and a lot of it has to do with the aim restrictions on launches. You often cannot get the reticule to move low enough on the horizon to point at the target you intend to kill when launching on Reach. That means kills off of launches are a lot more random on Reach. Large map size also plays into this. Advantage: Halo 3.

conclusion
I think that overall it is easier to goose in Halo 3. However I do prefer, at least for now, to goose on Halo Reach. A lot of the goosers from Halo 3 did not goose on Reach because they found it frustrating. The only reason I have more goose splatters in Reach than in Halo 3 is because I have solo goosed more. That is to say that I have spent more time on this game trying to get strait up splatters, nothing fancy.
