No, its just the Ark firing and setting off the remaining Halos.
It's got the same method of firing as delta halo (think death star).
The scene of it firing is also followed immidietly by the words"This is the way the world ends."
Your theory is skewed.
Bungie proclaimed themselves (the Content Monkey, to be more precise) that the events taking place within the Halo 3 Announcement Trailer were taken from the storyline roughly one-third into the game. I don't think that the six remaining Halos would destroy (nearly) the entire galaxy with two-thirds of the game remaining. Also, you're assuming that the gigantic Forerunner structure unveiled by the Covenant is, in fact, the Arc. Not to say that Bungie wouldn't reveal the actual Arc to us in a mere trailer, but chances are they would realize the consequences of bringing one the key elements of this series into the light so early, thus ruining the element of surprise and sheer awe of witnessing something that grand for the first time.
If I already know what the Arc looks like, as well as it's location, what's the fun in that?
