I think some humans are descendants of the forerunners. It could be genetic. That genetic difference could be what led Dr. Halsey to pick the specific children for the Spartan program, even though she might not have known it. And that is why the Spartans have "memories" of the forerunner technology and are able to use it so easily. It wasn't just the MC who thought he recollected the tech. One of the other male Spartans does as well.. it might have been Fred or Will? I think it was when one of them was in the forerunner structure on Reach in First Strike.

The existence of Forerunner technology on all these "human" planets must have some meaning as well. It's like the humans were drawn to them. Hopefully the new book will shed some more light on all of this.

Not likely. For a start the elites are warriors, the engineering was done by other, far more benign creatures that the humans conscript to repair the ship they commendeer in First Strike. Also, it was stated numerous times that the covenant were "immitative, not innovative", meaning that they took technology, they didn't create their own.

343 Guilty Spark talks about the Master Chief's armour only rating as a, "Class II Combat Skin," and that he should, "upgrade to at least a Class XII."

I say that because 343GS obviously thinks that the Chief is a Forerunner, henceforth the name "Reclaimer," or a Forerunner sent to activate the installation when the Flood outbreak was learned of. GS also asks the Chief at the beginning of Two Betrayals,
"Why would you hesitate to do what you have already done? We have followed outbreak containment procedure to the letter; you were with me each step of the way as we managed this crisis. -- Last time you aksed me: if it were my choice, would I do it? Having had considerable time to ponder your querey, my answer has not changed..."

Ok, so by know you get it that GS has mistaken the Chief for a Forerunner. In The Flood, GS also refers to Sgt. Mobuto as a Reclaimer, with a far less advanced combat skin.

Perhaps an evidence of the Forerunners being forefathers of mankind, is that GS recognizes the same patterns in technological advancement. That is to say, the way the armor development progressed with the Forerunner armour probably followed a very similar path to that of the MJOLNIR development process. This also inspires to question if the forerunners also created super soldiers to fight whatever threats they faced.

I've mentioned before about how in the books, especially The Fall of Reach, the chief makes mention of similarities to symbols he sees while on Sigma Octanus IV. Cortana agrees, relating them to ancient Aztec symbols in a round-about way. So perhaps this once great and ancient race left our planet, and this is why we have no records of them ever having existed save their temple and city ruins.

Are the Humans descendants of the Forerunners? I'd say so.
