I would LOVE to be able to choose more than just Spartan and Elite for multiplayer. Personally I'd love to see:
-Arbiter (It would have the same voice and silver armor as the Arbiter Elite.)
-Flood Marines or Flood Elite(For the sake of balance, Multiplayer Flood will not lose body parts, and have either shields or a life meter that acts as shields and regenerates like shields. Flood aren't as slow as campaigns either.)
-Marines (There should be multipile marine models to pick from, and a choice over what color your suit is.
-Hell Droppers (The black suit marines, but you should be able to pick your color)
-Officers (The guys in the white suits from the stations, you see them in Halo 2 on the very first mission)
-Jackals (For the sake of balance, Jackals would in multiplayer will have energy shields and not be as weak as they are in campaign mode.)
-Brutes (For the sake of balance, Brutes in multiplayer will not be as strong as they are in campaigns. Nor can they do their trick of running around and ramming their foes. And something would need to be done for their life meter. In Halo 2 they don't use shields but have a strong life meter. Either shields will be added to multiplayer Brutes, or they will have a life meter that acts as a shield system, and regenerates like one. Lastly, picking color for Brutes would change the color of the big flag they carry behind them.)
-Heratic Elites (These are the brown armor elites with white eyes, you fight them in Halo 2 on the mission "The Arbiter". I don't know if the designers would be willing to add them to Halo 3. Personally I think they look pretty cool, and they also had 'slightly' difference voices compared to regular elites.)
Characters that should NOT be playable:
-Grunts (Too small, and making them strong enough to be fairly balanced would make it unrealistic)
-Flood Parasites or Flood Parasite carriers (They are better off for campaigns, plain and simple)
-Johnson (I don't know he seems like he'd be better off as a 'one of a kind' character. He might be okay for multiplayer but I can't really see dozens of Johnson characters running around shooting eachother.)
-Hunters (They're just too strong, making a version of them weak enough to play in multiplayer would make everyone dissapointed and not want to play as Hunter. HOWEVER, it might be awesome to become a Hunter in when becoming a Juggernaut while playing Juggernaut mode.)
-Prophets (Too big, too powerful, and their always flying their saucer thrones which kinda counts as a vehicle)
