Okay, where does it say she had a broken arm? I can't find a reference of that nor do I remember one when I had read the books.
Sorry, looked back. Wasn't a broken arm, but she was injured pretty badly immediatly prior to the mission. Regardless, it doesn't take away from the feat. Simply trying to point out as many flaws because you cannot provide a sniping feat that can compare at all.

Better in every way would mean that that person is most likely to win. There is a chance that I could beat a world champion pool player, but in reality that is not going to happen. That's why, scientifically speaking, you allow for a 5% fluctuation. However, Master Chief, because he is better in almost every way, is going to win at least 75% of the time on average. Given a 5% change, it would still be 30% Shepard vs 70% Master Chief.
If we wanted to go that route how many different fictional universes would have their heroes crushed instantly?
Except these fictional characters are always better in one way or another that allows them to pull off a win, or have a deus ex machina. PIS(Plot Induced Stupidity) is not counted.
Also, can't the same be said for Master Chief? He routinely fights enemies that beat him in certain aspects, and in larger numbers aswell. Merely saying "Shepard has beat enemies that are better than him, so he can beat Master Chief" is baseless. We have to look at skills, feats, and equipment. Master Chief comes in ahead in skills and feats, and only falls behind a little in equipment.

First, its not bright at all. Second, you are ignoring that SPARTANs are masters at blending into the shadows. It's not like Master chief is going to intentionally walk into an area with no cover or ways to stealth.
: About combat experiance, wouldn't Shepard's be better? Chief may have fought a long time, but Shepard has fought, and beaten, a more diverse array of foes using different tactics
Master chief has fought humans, grunts, jackals, hunters, brutes, buggers, elites, and the various forms of Flood. Not to mention routinely encountering multiple vehicle types that he has dispatched on foot. To my knowlegde, Shepard rarely encounters vehicles on foot.
