but with out bloom you can spam every shot and hit, is that now what constitutes as skill?

People still spam every shot with or without bloom. The only difference is that with bloom, people can get very lucky. Because of the large reticle size and high bullet magnetism, they have more room for error.

Also, aiming well doesn't automatically make you good. It's a good thing to be able to aim well, but communicating, positioning, and teamshooting makes up well over 90% of the game.

Why would you ever want your shots to not land where you're aiming? Halo is a team game with an emphasis on individual skill. All bloom does it force you to wait. Why would you want the game to be slowed down?
