I'd have to say in late 2556. This timeframe would work with Halo: Origins (in which we see Cortana exhibiting signs of rampancy), Cortana's lifetime (she was "born" in 2549; 2556 would be the maximum extent of her life and, near the end, she would experience rampancy) and the UNSC's creation of the UNSC Infinity.
Now hear me out.
The UNSC Infinity was commisioned at some point near the end of the Human-Covenant War (at maximum roughly 5 years before the events of Glasslands). Near the end of Glasslands, BB comments that with the tech that Halsey found in Onyx, it would be ready for trial runs "soon." We know that, to some extent, the UNSC Infinity is involved in Halo 4 (via hints in Glasslands and showcased concept art). Coupled with the knowledge that Cortana would go rampant and die in 2556 (presumably; 343 may have something up their sleeve here, but that's irrelevant for the time being), the game would, logically, be set in 2556 at the earliest.
As for the 2610 date: how do we know that this isn't ONI propaganda? My theory is that ONI finds him and, during the course of the next 3 games, the events that transpire require ONI to say he is still lost in space. Maybe he dies/actually gets lost in space again. If the events surrounding his retrieval are highly classified and need to be kept secret, then logically, the clandestine ONI will cover up all evidence and remain quiet about what happened.
