The Easy-Heroic Ending:
It turns out that the Flood are actually a physical manifestation of the Second Law of Thermodynamics, which states that the entropy of the universe is constantly increasing. The flood represent contained forms of the ever-increasing chaos of the universe.
The Forerunners were actually the group of beings that attempted to try to "reclaim" order in the universe, thus trying to prevent, postpone, or reverse the increasing chaos of the universe. This means defying the second law of thermodynamics.
Well, it turns out that the rings have been activated eight times already, and the chaos (the flood) of the universe has been eliminated eight times (hence the "nineth age of reclaimation"). But this reclaimation of order takes the ultimate toll on life itself. The death of everything may reverse the entropy of the universe, however all life must start anew. The evolution process begins again, humans and other life evolves all around the universe.
This new aggregate of life becomes the "Forerunner" of this "age of reclaimation". The flood begin to grow once more as entropy increases. This new age of reclaimation ultimately ends its cycle, yet again, with the "reclaimer" (Master Chief) activating the rings for the noble purpose of obtaining order in the universe once more.
Therefore, the forerunners are actually the humans and the covenant who realize that the flood must be destroyed in order to insure the continued existence of the universe. THEY are the ones who now must contain the flood. THEY are the ones to bring balance to the universe.
The ending of Halo 3 will be a battle between the ancient cycle of reclaimation of order and the humans' and covenants' desire to live, no matter if chaos will soon engulf the universe. Master Chief will find himself in THE pivotal position to determine the fate of the universe and all the living beings in this age. It will be up to YOU to determine the fate of the universe.
Legendary ending:
All the above happens, then the scene moves to the beginning of time, with Matt Noguchi waking up from a nap on the keyboard of his computer and his desk is clean! Alas! The nineth age of chaos has been balanced by the reparation of the tear in the space-time continuum caused by Noguchi's desk!
