I have been working a lot on a map that plays similar to Spire in the first phase. It has that whole, spartans in an uphill battle feel.
My question to you, community, is would it be better to have a 20 second territory with 4 minute round limit, or a 30 second territory with 6 minute time limit?

I would avoid changing the time of the phases from 4 minutes, as it can become very monotonous when the second round rolls in.

20/7 and 30/5 float time would be ideal. I guess you could change it to 5 minutes if you want, but remember that it'll basically be a 30 minute long match if players exhaust the timer.

You make a very good point. Players would more than likely get sick of the map before the game is over. Hmmm.. Maybe a 25 second/5 minute?

I don't think 25 is a time option, but 5 minutes isn't that bad.

I once had a 10 minute long phase because it was so much fun and players didn't want it to end.

Hmmm.. Its always tough to find a balance. I hate spire sometimes because you can only die/respawn/get to territory/die again 3 or 4 times before the round is over. Perhaps a 20/5 but move defender spawns closer..

I personally think Spire is really poorly designed all around. Bungie built that particular map for Invasion so I don't see why they decided to spawn Elites on that narrow spit of cliff in Phase 2 and 3. Should have been caves there.

If you want more Instances of Combat on your map, moving attacking spawns closer would be your best option. On my ODST map I struggled with that a lot.

Defenders shouldn't be too close though or it'll be too easy to skunk. If they have high ground I'd advise against giving them more advantages

We are in complete agreement on spire.. I took a look at your ODST map, and it looks a lot like a breakpoint paced map, which is good, because fast paced is usually more fun than slow. The defenders on my map have the high ground, but it's very limited and open high ground. So it's difficult to use against anyone who can use a pistol.
