alright, to settle all the questions about why earth looks so destroyed in the teaser video is quite simple:

regret leads a fleat of covenant to earth in the first couple of levels of halo 2. now it is confirmed that you are in new mombosa and you have to stop regret from destroying this portion of new mombosa. now in the end of the 3rd level, regret begins to retreat through a slipspace portal while you climb aboard the inamberclad and follow. after the portal closes, it erupts and causes a huge explosion. this explosion would most likely be the reason why the the mc is walking on what looks like a destroyed earth. if you look in the background, you can see what looks like the bridge but destroyed. this doesent neccisarily mean that earth is destroyed, just new mombosa. another question to be answered is why did regret come to new mombosa in the first place? simple, the ark was right under your feet the whole time you played the first and second level. to prove my point, what do you think that giant thing in the trailer was? a giant tea pot? im pretty damn sure that that itself was the ark. this should answer alot of questions about the setting of the trailer and where the ark is.

The description says earth is throughly conquered by the covanant. It could be mostly destroyed but we know that it is conquered.

(10:19:49 PM) Scruss: oh and pezza, i saw what you did to that cat
(10:20:17 PM) Pezza: You were the one with the video camera breathing heavily. Of course you saw.

I think those rings in the backround could be from the space tower that was located in New Mombasa, and look at the other side of the crater, it looks almost like there is a city located on the other side.

It does look like a city, but I thought the Rings were part of the Bridge on the H2 level Metropolis. I was thinking of that arch and the wires on it.

see thats what i thought too, but if you look closely at the rings, there is only one visible one (that i could see anyways) and it had wires hanging off of it like the bridge did.
