Some topics created, which are directed to a group of specific (in this case the moderators), can be informative to other members.

Then again, since we've been in complete darkness for the past few months - and the same topics are continually become reused and recycled - you really can't consider this spam without considering all other topics which are re-made or every other thread directed a specific faction of users, spam as well (with each having the capability of being just as annoying).

I think they should be aimed towards questions of the rules. We can all answer questions about the rules. There is nothing that necessitates a moderator's response.
