Hmm, yes and no.
I thought Dare made up for any lack of 'looks' with her likable personality. She also received a lot of criticism over the fact she was effectively a 'Damsel in distress' but I still found her to be an enjoyable character. Furthermore, she was meant to be in her late 30s early 40s, and with that in mind, I didn't find her to be as visually unappealing as you are perhaps suggesting.
I don't think putting in/taking away representations of beauty in video games will improve the game by any stretch of the imagination. Further more, beauty really does lay in the eye of the beholder, so one persons idea of beauty would differ from another.
I enjoy the female characters in the Halo universe. Many of them are strong and capable [traits I admire in a woman] all of them are memorable.
To summarise, I think the representations of women in Halo are fine as they are. Simple :)
