I think the key component here is equality. "Equality?" you say, "jeez Qa Plar its a video game not a civil rights movement" but actually equality and evenness is actually a really integral factor to the best games.

Basicallly, what made Halo's legendary mode so great, and so challenging, was that you were really only as good as a Gold Elite. I played that game to death, like i'm sure tons of you did, and i realised that only in Legnendary mode is the Master Chief on par with an enemy, in terms of health, movement speed, abilities etc.
You had roughly just as much health and shield as any elite you'd face, slightly more than red and blue, but like exactly the same as a gold or black, and what thats part of what made it so great. and what made Halo 2's legendary a comparatively lackluster experience.
You weren't as strong as the enemies you were facing, fighting an Elite was virtually suicide, even with the element of surprise and some strategy if you're not outgunning one of them its back to the last checkpoint for you; and that was one on one. And brutes would just outclass you completely.
Ok, AI and -blam!- needs to be calibrated for legendary, bungie knows that but here we go

MC's health/shield should be on par with an Elite's!!!

now i'm no sissy when it comes to video games. I like a challenge. And i did complete Halo 2 on legendary. But it wasn't fun. It was painfully irritating. It wasn't dying, respawning, and trying a cool new smarter strategy, and my skill increasing with each death, like Halo. No. Halo 2 was die, respawn, die, respawn, die, respawn, until i've memorised the choreography of the upcoming fight scene. Legendary just wasn't fun. Halo (1)'s legendary almost felt real. Like, thats how it would be if i really was the Master Chief. Wow. sounding kind of crazy. But i reckon you'll all know what i mean. Gimme a hell yeah, if you agree then maybe Bungie will notice this and not -blam!- up halo 3's legendary mode.
