Duel wielding was the feature that sold Halo 2. Plain and simple. Even though it was unbalanced, it would be idiotic to remove this feature in Halo 3. If that happens, then every game will be like a MLG game. We all know that we don't want that.
The only gun that made the game unbalanced was the SMG. With half the power, sound, and feel of the AR, it feel like a popcorn shooter. However, whenever it was duel wielded, combined with Halo 2's auto-aim, it became a noob friendly weapon of mass destruction. The magnum, plasma rifle, and PP (especially the PP) made it way too easy to kill someone with minimal effort. Although the 1.1 update toned down the "spray and pray" gameplay of Halo 2, it still hasn't totally gotten it under control.
My solution? Remove SMG completely. If the AR is really coming back, then you won't need it. That leaves the magnum, PP, PR, and needler.
Also, make the single wielded magnum a 6 shot kill. If you duel wield, then it becomes twice as powerful. Get it? It's like having the 3sk back. And guess what, the PP and the magnum was a skillful combo. If you couldn't land a headshot then you were dead.
Also, turn the BR into 3sk and take down or completely remove the auto-aim. In Halo 2, this weapon is way too easy to use in close range combat. Plus, if it's a 3sk, then the n-word combo won't be so powerful. It's basically 2 shots versus 3.
