Improvement of Code of Conduct Enforcement
Or the ICCE operation as I like to call it.

Objective:
Improve the Seventh Column by improving the enforcement techniques of the Code of Conduct, making users more aware of some of the more fragile (easily breakable) rules.

NB. I in no way oppose the current Code of Conduct, in the following post I simply want to share some ideas I feel may improve the forums and make some systems more effective and professional. And no, this isn't any sort of official operation, it is just a fun title I thought I would use.

Special credit to this topic.
It brought up some things discussed here. You should check it out.

Thread locking
An issue brought up by the topic above is the fact that when threads are locked, the user who created the topic does not know why it was locked and they resort to private messaging a moderator, private messaging multiple moderators or (in some cases) even posting in the community forum asking why someone would do such a thing. Problems come up as a result of these; moderators receive messages which may or may not be considered necessary (I'll explain a little later), confusion arises as users have no indication which shows who locked the thread for certain and people generally go around asking in the wrong places.

Again, I must give credit to ctjl96. A way to get around problems stated in the above paragraph would be to have a time-stamp message which clearly shows why the thread was locked and which rules were broken so that users can make sure they do not violate the rule again (not that the rule should ever be broken in the first place.) I placed an example of what the time-stamp message may look like in an example below:

Locked on (date) (time) PDT by (moderator) Reasoning:
Discussing topics concerning (X) which is a violation of the code of conduct.

EDIT: Or a more simple idea would be just to have a message saying "thread locked on (date) because of a violation of one or more forum rules. Please review the Code of Conduct" This way Forum Ninjas would not receive more private messages.

Management of the Halo Universe
*Not entirely code of conduct related but an issue I feel should be brought up. Not a large issue but an issue nonetheless. The Halo: Reach forum especially sees users posting about how they were credit banned etc. and ask Bungie why or demand compensation for such devastating punishments. Despite the large seemingly unmissable message which hangs above every post you begin writing, people either miss it or ignore it. A possible solution would be to perhaps include a more eye-catching text colour or image of guilty spark hovering beside the text, I don't know but anything to make users notice it and make them read it before posting. A large NOTICE title.

Also, people still do not understand that Bungie no longer manages the Halo Universe but rather 343 Industries does. I don't really see a problem with placing a link beside the notice to the 343i website (halo.xbox.com currently) unless there is some kind of bizarre legal issue or maybe the site is expected to change in the near future(?) Anyway, the improvements from that would hopefully be fewer threads complaining about problems out of Bungie's hands and a greater understanding of how the Halo universe has moved meaning more on-topic game discussion.

The Report Button
The report button is, as we know, how normal users can report posts for violating a forum rule. After enough people "report" the post, it is collapsed as a precaution for other users who do not wish to view likely inappropriate content. This is an excellent system considering how it is in a way temporarily blocking the post from plain view and helping keep the forums clean even when Forum Ninjas are unavailable. Users however don't always know if they are making a difference. An idea I thought of would be when a Forum Ninja gets around to viewing a reported post which genuinely violates forum rules and locks it, users who reported it could receive an (automated?) message as a sort of "I tip my hat to you, sir." message basically meaning "thanks for keeping the forums clean." Maybe the one and only Superintendent could send it rather than the Disembodied Soul... who knows? Simply a suggestion.

Code of Conduct Updates
and you are responsible for periodically reviewing and complying with any new rules
The quote box above is an extract from the Code of Conduct which states that users should periodically review the Code of Conduct and comply with any new rules. This is all good and it is of course every user's responsibility but perhaps a more professional/ideal solution would be an automated message which is sent to ALL users of Bungie.net every time the Code of Conduct is updated/edited in any way. It may for example say: "the Bungie.net Code of Conduct has been changed. Please review the Code of Conduct and comply with any and all new or edited rules. You are responsible for being aware of and complying with all rules held within the Code of Conduct and will be held responsible if any rules, old or new, are violated by you." There is no excuse for not knowing new rules were posted but with this there is absolutely no excuse whatsoever. Again, just a suggestion.

- So there you have it, some suggestions and ideas I just thought I would share with you that could hopefully improve the forums and make them even better than they are now. Thanks a lot for reading. Any thoughts on the issues in this topic, Community?

All of these seem like pretty good ideas. The first one shouldn't even need to be implemented though; the mods could just post the reasoning before locking the thread.

Thank you but while Forum Ninjas do often post in threads stating why the thread will be locked, a lot of threads are locked without reasoning stated.

I know, I'm simply saying that the mods should start posting the reason more often.
