^They need to put the bloom that they took out of the DMR somewhere don't they?

Remember this only comes into places if an individual throws more than one grenade at a time.

Okay imagine it like this: someone throws a grenade and it lands exactly where they wanted it to, so they throw another grenade to finish off the enemy. As the second grenade leaves the players hand it flies backwards and kills a teamate due to the bloom. The player is booted from the game due to betrayal.

This actually isn't a terrible idea. Throwing a grenade causes a short period where your gun is less accurate. Or you could just have a longer cooldown after throwing a grenade before you can fire.

Bloom: A term used to describe the reticule expanding to show you how the spread values are changing based on rate of fire (or reloading).

So how exactly could you make a grenade 'bloom'?

If by bloom you mean, "throw first grenade spot on, immediately throw next grenade but have it veer slightly off target due to 'bloom'.", then yes, it could necessitate a realistic downtime between tossing two heavy objects a long distance. None of that loldropped grenade silliness though.
