I can imagine that the system is set up to temporarily strip a moderator of his/her abilities. They probably want a quick way for administrators or master forum ninjas to keep the regular moderators (or maybe even master forum ninjas) in line, in the unlikely case that a moderator breaks the rules or misuses his/her abilities, to prevent the moderator from misusing or further misusing his/her abilities.

Although, we can never really know for sure, without the word of a moderator or employee.
