Well, typically, a player who uses sprint or evade is more active. A player who uses active camo or hologram is prone to camping. A camping sniper is less effective because people will figure out where he is, and he'll usually pick a spot that doesn't help out the team much because he's more worried about his K/D than winning. A field sniper is far more effective and usually moves up with the team, acting as a support role and and a good force multiplier. Of course, this isn't a rule. Plenty a camping sniper has helped the team. Generally speaking, though, I put more faith in sprint/evade users than active camo/hologram users.
But LolHologram. It's really quite useless. Especially if you're a sniper that's camping. In fact, it gives away your position, seeing as how a hologram runs in a straight line.

I've seen some deceptive use of the Holograms in some matches last year.
