Okay...here we go...
Firstoff, can you join other people's games? If so, then you've got a problem hosting, and not with internet connections in general.
Do you have any firewalls enabled on your computer? Firewalls include ZoneAlarm, Norton, McAfee, whatever. Set those to allow Halo if possible, and try again. Also, open ports 2302 and 2303 for internet communication. If that doesn't work, turn off your firewalls completely and try connecting.
Make sure of the obvious: a cord hasn't fallen out of its port, or that your game is password protected, etc, etc.
And finally, check to see if you've got Halo 1.07 downloaded and installed on your computer. Otherwise, they won't connect.
As for Halo CE, that's for custom created maps. How it works is this: you get HCE as a download, it's a standalone app independent from HPC, you download a custom map to host, and other people with the same map join your game. The HPC lobby won't show HCE servers, and vice versa.
