A lot of newer members struggle with the relatively easy concept of posting in the right forum; I predict a system like this would be vastly more difficult for them.
This pretty much sums up my thoughts on this idea, and people would just spam every tag so people see their thread no matter what.

Anyway, OP, I like this idea to a degree. However, this would mean that we'd have to trust people to tag their posts correctly, and it has been demonstrated multiple times that people are either too stupid or lazy or what-have-you to do something. If we can't even rely on people to give a relevant answer to the topic at hand, we certainly can't rely on them to tag their threads correctly. Not to mention the fact that trolls that make threads would be visible to all. If this were implemented, I have to say that an option to ignore/hide threads individually would also be desirable as well to go hand-in-hand with this layout.
I would agree with this. What if Evilcam's (I think it was him...) idea for giving more power to the users in terms of moderation was implemented. With the massive amounts of traffic that these forums receive, people that abuse the system could quickly be ignored or banned depending on how severe the offense was. Or perhaps topics would be restricted to one 'forum' with tagging taking the precedence, I don't know.

Overall, this idea is incredibly impractical right now, but I think with the right system of moderation it has real potential to improve the user interface.
