This was what humanity was up against, the threat of regressing to a primitive state from their own civil war with the whole of human society at stake. That's justification enough for the commission of the Spartan-IIs.
Not at all! The requirement of force is no justification for abducting children, brainwashing them, and forcing them to fight, and die!
The ends justified the means, the needs of the many outweigh the needs of the few (etc etc). Whilst it's not a moral action, it was necessary and saved millions of lives.
