Here's a good example of how to not snipe.

Or how to not DMR.

Just model yourself as far opposite as you can from the person playing in that video.

Clone is an internet God.

RC Clone is the anti-thesis of a lurker.

What a coincidence. I never made it past that part either.

This, and just have good judgment. For example if a guy has no shields and he's rushing you go for the body shot and not the headshot. And just cover your teammates and keep the enemy sniper at bay.

I wouldn't really know what to tell you except practice. Play MLG customs with friends and improve.

Team Snipers, and Team Snipers Pro are different then MLG, or regular slayer. In Team Snipers there is Uncaged, Hemorrhage, and varius other maps. The two I have said will be chosen by the majority the most. A player will have a sniper, pistol, shields, and radar. Team Snipers Pro will be the same as above for maps. There are no pistols, or radar in Pro. The basic rule to get better is to use a headset, know your callouts, and in Team Snipers learn your spawns. If you haven't done that go into forge, and start from there.
First, don't stay at a spawn for too long. Team Snipers is about spawn killing. If someone is to stay at a spawn for too long they will have their head torn off, and will probably be in a montage. Halo: Reach's spawns are hard to predict, but after mounths of training anyone can be good at reading them. This also relates to knowing where your opponent is, or is headed. So go on to some forums, and find out those callouts.
Second, never crouch! This hurts a player then it helps them. There are varius videos showing that crouching does not effect the bloom for the sniper. This will also make someone slower, and in Team Snipers if they are slow they will die first. Just like the lion, and the zebra. This will also make their head cover where their body should be.
Talking about using your head for the third tip in Team Snipers don't stop moving. Related to this is stafing always make a strafe unpredictable. Don't be like them randoms who just go side to side, with the same pattern, calling it a stafe. If someone doesn't stop moving then they will win more close and far range battles.
Fourth, don't reload after every kill. This is a bad habit for most new players because some sneaky snake might come out of the bushes saying, "GOTCHA!". If there is a situation like that press Y twice, and go for that sweet no scope.
Fifth, a good player doesn't have to always go for the snipe. If they were to then that person would be humiliated when getting body shot twice. I personally have won more matches with only body shots. Just remember the faster the better.
This will take some time to practice these tips since, thanks to bungie, there is no ranking system in Reach. Don't get discouraged after getting "steamrolled(1)" in one game. Keep trying, and even campy won't be a challenge.
This last tip is personal preference if you don't like opinions skip this part. Don't squick scope if you haven't noticed there is auto aim on consoles to balance the inaccuracy of the controller. When you scope in aiming is slower. I believe the slower you are the deader you are.

steamrolled(1) - To be wiped out very quickly without any pause in the attack.
