Cobra, it seems you have become attached to a more idyllic post-war situation where everyone becomes friends.
Is it a surprise to you that after 27 years of brutal war, there is some faction of the Sangheili who still despise humans?
Furthermore, ONI's plan to provide arms to the faction that distrusts them is actually fairly brilliant in a devious way; before they get rid of Thel, no action can be taken against the humans by the Sangheili, so the weapons can only serve as the fuel for a civil war which will undoubtedly leave the entire, already weak, Sangheili society completely crippled.
The problem is, it would be MUCH simpler to support the side that is ALREADY friends. Why not give them guns so they can quell this rebellion? Shouln't ONI be working to eliminate threats, not trying to create them?
p.s. is I were ONI, I'd be trying to work up a friendship with the grunts. The only reason they are piss poor soldiers in the Covenant was because they were not educated, trained to any great effect, ruled through fear, treated like scum, and were under equipped. If the UNSC were to form a friendly alliance with them, teach them, train them, let them self-rule, treat them as equals, and equip them, they would be a fairly decent ally. Grunts are about human hieght, strong, agile(when not in cumbersome suits), and when properly taught they are pretty smart(Dadab and Yayap for example, even the retarded grunt Bapap was getting more intelligent when being taught). Humans shouldn't feel too bad about what grunts did to Mankind, they were sort of forced soldiers.
