You obviously have no idea how long it takes for the landscape to form here on Earth. What you are suggesting to have happened could not be counted in units of thousands or even hundreds of thousands of years but rather millions and billions of years. Unless the object pre dates the Earths crust which would also see us having to place the Forerunner Era somewhere between 700 000 000 BC and 100 000 BC which would also mean the Ark/Halos were built at either different intervals through out that time period (they did have different aged ruins preserved on Delta Halo but nothing 7 billions years old) or they were place into the Earths crust while it was still in a molten and cataclysmic state about 320 million years before life evolved on the planet. I don’t think an object that can also destroyed by the detonation of the fusion drives of a Halycon class vessel could withstand this sort of stress for that long, so I am doubting this possibility. So Cheehwawa, the man with the plan, I ask you again How did the object/ark/halo get there!?
It sure as hell isn't a Halo, so if it's "impossible" for rocks, sands, and such to bury something (and a whole city being built on it for gods sake), then they dug the hole (ever seen AVP? Remmmber that super accurate laser that shot straight into the ground? Something like that.) then built that...
