This theory of Halo inside the Earth is rubbish. It sounds nice because Halo Empire has drenched his post with map references and measurements.
The enitre point behind the Halo design, is that it's an artifial space habitat. Clearly, there isn't going to be any artificial eco system under the eath's crust: or at least, not in the same way the halos are designed to support life. So why make a Halo under the earth?
As we saw at the end of Halo 2, the rings fire from the centre. How would the ring fire if it's centre is inside the Earth?
If you need to blow the earth apart to get the ring, what was the point of putting the damb thing in a planet in the first place? Clearly, the Forerunners built the system so it could used again if necessary. So why dump the the Ark where it would be useless?
if the ring spans round the Earth, it would be visible under the ocean. Why haven't the humans noticed it?
The tectonic movement of the Earth's crust within the last 100,000 years, would have damaged the structure. That is not something the Forerunners would have over looked.
No one has explained what the significance of having a halo inside earth is. Why bother? why not just build a ordinary structure? (like, say, the one in the Halo 3 trailer?)
Of course the structure is going to look like outer side of Delta Halo. All the Forerunner stuff has a simular design!
I'm sorry, but there's simply no reason why the Forerunners would make a Halo under the earth. The theory is rubbish.
