What's with everyone citing Flood levels as the hardest? The only reason the Library was hard was that you would literally get stuck in an area so that you couldn't recharge your shields. You either had to be damn good or incredibly lucky, or a mix of both. It was the level design of the Library. Other than that, the Flood are pushovers. Halo 2 Flood are the most annoying, but luckily you get a lot of powerful weapons to use against them.
Cortana is a cake-walk if you grab a needler for those ranged pure forms and a sword for everything else.
ODST is a cake-walk as well.
My choice for hardest? Halo 2. You would get pounded if you did a single thing wrong. Beating that game was developing a system for each tough encounter. It was incredibly difficult. The "Off the rock, nothing but Jackal" section was a true manifestation of pain in that game. By the time I beat it, I had to start behind a stone block, jump-headshot the first jackal sniper, kill the two drones with my last BR rounds, then mad-dash in a certain pattern so that the remaining sniper couldn't see me while I picked up a carbine to finish him off. Then, I had to go up and around a ridge, hoping my grenades forced the next two jackal snipers out before they nailed me (I could kill one, but the other would always get me). Then, with poor weapons, low ammo, and in a bad tactical position, I had to take out the Elite whose plasma rifle could kill me in about a second.
I still remember that, months after doing it. It was pain.
