I don't think this was a part of pinwheel. The more I think of it, the more I am sure that I have seen it as well. I am associating it with the old Tex Avery cartoons. Back when he was competing with Disney for that genre of cartoon. His stuff would be eventually the Woody Woodpecker/Droopy cartoons.
Anyways, I remember a small child, a toddler in a blue jumper with red trim. He was in a small child's bed. He had was blond with a little upflick on the front of his hair. His head was very large. The animation wasn't like Alfie, it was clean.
The walls were white, but when it got dark turned blue, and there was a yellow window outline signifying light from outside.
The "Clockman" looked like a cross between madhatter, and father-time. He took the boy on a tour of dreamland, with the dreams turning more and more scary as he went. Eventually the boy became scared and laid on his belly and covered his eyes. When he uncovered them he was waking in his bed.

That sounds very, VERY close Charlie. I'm going to start looking for Tex Avery stuff since Pinwheel is coming to alot of dead ends.
However, if Tex Avery had made this earlier than 1984 - then it is very possible that Pinwheel used it as one of their shorts.
One more thing... I've been searching like mad all over the net and many - MANY adults my age have reported hallucenating as children watching Pinwheel.
WTF was Nickelodeon doing to us all when we were young? Is that why all of us old farts think today's cartoons are crap? Its not Tex Avery, its the old Max Fleischer/MGM stuff. Its from the 30's - 50's. I bet it was on either before or after pinwheel.
