This is fairly correct apart from thinking that controlling bloom is a skill; the player who can keep his shots accurate at the highest RoF shouldn't be punished for being able to do so, and that's all bloom does - handicap the players who have always been able to shoot better in previous Halo games.
Assuming I decide to pace my shots with bloom I'm given a large window during the reset to adjust my aim and make sure the next one lands which actually makes it easier, especially since while the reticle is bloomed it's more likely to "stick" to the target and the system will help me with hitting that shot.
Take bloom out and the aim assist feels lessened due to the consistent size of the reticle, and players who can't keep up get left behind.
That is why I and other fans of no bloom prefer it.
Controlling bloom isn't a skill, timing is. Bloom requires good timing, not just accuracy. This only handicaps players who are too stubborn or ignorant to pace their shots, even if they are amazingly accurate. It's not like bloom detracts from accuracy and reflexes, it just adds timing to the mix.
Bloom is designed so that if you pace your shots, you should be justly awarded. Slightly higher aim-assist is one of those awards.
I can understand why you prefer it, however you only dislike bloom because it is different, not because it is worse.
