Probably using the range finder that shows distance when you zoom in. I didn't make the video but the person who did is a skilled forger.

No - it's the acceleration.

Acceleration is only for when you change directions. Once you get moving in a direction Reach still feels like you are moving slower than 3 but in reality those two speeds are almost identical +-2%.

Yes, but people usually cite strafing as their reason for hating Reach's movement, which leads one to believe they're talking about the acceleration because strafing involves the quick changing of direction.
