How about some examples. Let's go with Solitary/Prisoner. This was brilliant in Halo CE. The multiple levels and catwalks made getting to the top or killing someone across the map difficult. Enter Halo: Reach and jetpacks. Someone shooting you from the top of the map? Don't take cover, jetpack! Someone at red but you are at blue? Instead of running over the catwalks, sides and jumps, giving them a chance to actually fight back, jetpack! Get a kill while completely destroying the feel, flow and control of the map.
But if the jetpack is a pickup, it is a new power weapon, of sorts. The problems could be fixed by placing 1, 2, or even no jetpacks on a map. Not every map has a rocket, for example.
And I could really fix my map by just not placing any.
