I will point out specific things
All the weapons are overpowered in CE. The assault rifle tears apart covenant armies in seconds, and the pistol speaks for itself. But if those run out of ammo, you can pick up an incredibly overpowered plasma rifle or plasma pistol and tear apart covenant armies even quicker. Plus the one body shot kill sniper, the shotgun that kills flood from a mile away and the rocket launcher, which always has plentiful ammo on every mission you get one. And the needles that locks on even if you're not aming at an enemy.
Well, that's a good start.
Alright, I agree about the pistol, plasma pistol, plasma rifle, and sniper.
But the needler is slow and when you're not in open fields, Elites will use cover when confronted by it (i.e. bridges on AotCR).
The AR isn't that powerful on higher difficulties.
The Shotgun's range makes it much more useful compared to the later games imo. I think decreasing it's max ammo would have been better. Limiting it's range killed it's effectiveness. That can be justified by the presence of the sword, but still, does anyone even use it against Flood in the later Halos? Also, do I have to bring up sniping Emile?
And the rocket launcher may have abundant ammo but in H3 and H2, there's always anti-Hunter weapons near every Hunter encounter, especially in the former.

Basically, there's not a single strategic or thinking element to the weapons you use. You can pick up whatever weapon you want and tear apart armies of flood, covenant and sentinels.
It's the same in Halo 2 and Halo 3: Sentinels fall prey easily to plasma fire and Flood can be destroyed with headshots, sword, grenades, etc.
As for Covenant, I have to disagree. The Spec Ops Elites come to mind. They force strategic/tactical combat in encounters with them. Also, that is what Master Chief is supposed to be. Master Chief is not Noble Six or an ODST for that matter. Last but not least, you can always limit yourself to a particular weapon. Two Betrayals with Leave It Where It Lay achievement is much more difficult and does force strategy. When I attempted it, I had to bring a Goldie with me, jump to the other bridge, shoot down the rocket launcher Flood from cover, trick the shotgun Flood, etc.
Finally, that just shows that CE had a good sandbox. Every weapon could be used. Both the player and enemy had *about* the same damage when using the same weapon.
In H2, dual wielding was prioritized, as well as the BR and Carbine.
In H3, without a BR and plasma pistol, you were pretty much toast.
In Reach, without a DMR and plasma pistol, again, toast.
