O-1 in the Navy is an Ensign, then O-2 is Lieutenant Junior Grade. O-3 is Lieutenant and O-4 is Lieutenant Commander. Commander is an O-5 in the Navy, or "Officer, Rate 5". Captain is an O-6. Captain is one step below a Rear Admiral; Rear Admiral is broken into two ranks. Rear Admiral Lower Half, and Upper Half. That's O-7 and O-8. Vice admiral is an O-9. Then there's an Admiral. That's an O-10.
After Admiral is a special rank known as a Fleet Admiral. They're only chosen during times of war, however.
I'm not entirely sure, but I believe the UNSC ranks are similar to the United States Military. Therefore, this should be pretty accurate.
O-1 : Ensign
O-2 : Lieutenant Junior Grade
O-3 : Lieutenant
O-4 : Lieutenant Commander
O-5 : Commander
O-6 : Captain
O-7 : Rear Admiral Lower Half
O-8 : Rear Admiral Upper Half
O-9 : Vice Admiral
O-10 : Admiral
O-11 : Fleet Admiral
