Yes, in a way. It takes more focus and concentration due to everyone always being one shot. I find that it plays more like a CoD game (whoever sees the other first wins the gunfight) and I don't like that. I think SWAT takes minimal skill, and that's part of why it has one of the higher playlist populations on Reach. What takes more skill, seeing some dude half a second before and popping him in the head for a kill OR winning a DMR fight with weak shields by out-strafing my opponent and 5 shotting him? Obviously the latter. SWAT takes out so many key elements of Halo including weapon control (which also increases movement because you have to move to grab that new sniper rifle or those new rockets), teamshots (why bother when it just makes a free double kill for the enemy) and grouping together (it's just an Overkill Exterm for the sneaky guy who sees you all).
In short, yes SWAT takes skill, but it takes far less than almost any other gametype. It plays more like CoD because of instantaneous kill times. For this reason, I dislike SWAT, and I think that people who start Halo playing SWAT aren't actually playing what Halo should be. They're essentially playing CoD.
