We know that in both Halo 1 & 2 the Flood is released before you start fighting for the index. But my question is if the Flood was never released would the Library still be filled with them or just abandoned?

Having the Flood in the same facility as the ignition key to destroy the Flood in event of outbreak would be ridiculous. They're not supposed to be in the Library. If they are, then Forerunner contingency plans were awful.

The person who said participating is important, not winning, obviously never won anything.

They most likely made it in The Library from one of many facilities that harbored them around the entire installation. It wouldn't make sense for the Flood to be kept in the same place all the records of millions of species around the galaxy were kept, along with the Index, the device of the Floods destruction.


It is likely that The proto gravemind could have ordered Flood to secure the Index knowing of the presence of reclaimers and an alien faction willing to ignite the rings. But whether a proto gravemind is developed enough to give out orders like a Gravemind would is unknown to my knowledge.

You could say that pretty much the entire ring was infected.
