The Xbox 360 with Xbox Live has the potential to have 64 players simultaneously. Or was it 32? One of those for sure, so 16v16 can be done for sure, and possibly 32v32. But I'm sure this would lead to oodles of networking problems, and plenty of frozen 360s. Mine freezes sometimes. Could need repair though.
The xbox 360 puts no limit on how many people you can have online in one Multiplayer game. MMOFPS games like Huxley will have up to 200+ players in the battle at one time. Many people speculated that the cap limit for players per online game on the Xbox 1 was 16, bt that was soon proven false with games like Battlefield 2:MC, SW: Battlefront 2, and Delta Force: Black Hawk Down, which held 24, 32, and even 50 players.
So the Xbox 360/XBL does not limit how many people you can have online, Bungie's networking code/skills will be what decides the player cap for online multiplayer, as well as the fun factor (some games are more fun with smaller player #'s than larger player #'s, so devs will keep the player cap lower).
BTW your 360 doesn't freeze because there are too many people in a game, it freezes because of heat, dust particles, hard drive cache problems, or other internal problems.
