The fact that Rocket Launchers do lock-on to flying objects. For example, the Banshee, Falcon, or Phantom.

Flying object = Moving while airbourne
Moving while airbourne = jumping
jumping = something everyone can do in this game

So rockets should lock-on to everyone.
