Of course it creates heat - when anything moves at all, it lets off energy, hence, heat.

There are explosives that can actually track human body heat - but, let's leave those out of Halo, shall we?

However, when a Jetpack thrusts, it generates a comparatively large amount of heat, as visible smoke particles are created, and propulsion is engaged.

Think of it this way. A man being affected by the force of gravity, falling ten feet makes little heat when compared to a device that uses thrusters for locomotion, propelling and generating a force greater than gravity to not only lift itself but a 500-pound hunk of armor and meat to move upwards.

So Rocket Lawnchair locks on this moderate source of heat and BAM.

The difference in temperature between the environment and objects in the environment and:

-a Spartan
-a Jetpack's exhaust

is great. Effectively tracking by heat requires a unique temperature unlike other objects in the environment.
