I don't have the forum rules right in front of me, but, there may be a dual identity thing going on here.
There is "modding" where you alter the game files of say, Halo 3 or Halo Reach, and you give yourself a gun that fires Revenants or you make yourself fly around with auto-aim...
And then there is "modding" where you use freely available game authoring tools to create experiences. You make a level, fill it with characters, design the mission, etc. Counter Strike was initially a mod, Garry's Mod is, obviously, a mod, and what I am talking about clearly falls into this second definition of the word "mod".
So, hopefully this disambiguates between the two and it would surprise me if these game experiences were against the rules of Bungie's forum. That just wouldn't make sense, given Bungie's endorsement of mods as a way to break into the industry. :P
